They are monks, not all of them are monk. some of them are regular person but knows some religious prayer i guess. those in orange and red robe are monk. those in ashes and other robes is called gho, traditional dress for men in Bhutan. They are making molded statue from the flour, butter and water. Molded statues repersents a spritual God or sth (not sure).
This picture is one of offering made to the God on a special annual ceremony which is called Lho Choe.
This offerin contains different rages of food as well as cash and jewels.
